Situation
Our client was a provincial government Ministry needing to conduct a program evaluation on one of its key service delivery programs. The organization also needed to ensure that this program was meeting its mandate in a cost-effective manner.
Challenges
The main challenges we faced on this project included:
- Dealing with a program that was in a state of flux
- Dealing with inter- and intra-governmental political issues
- Ensuring recommendations were objective and practical
Actions
To address these challenges, our consultants:
- Conducted a full program evaluation to find all strengths and weaknesses
- Conducted a review of all relevant documentation and an evaluation
- Prepared an evaluation of the program, taking into account information received through interviews and focus groups
- Assessed the program in terms of its fit with the core business of the Ministry, its efficiency, its effectiveness, and its affordability & sustainability
- Worked with industry and government representatives in assessing strategic implications of results
Results
At the conclusion of the project all the key success factors had been achieved, and the client was highly satisfied with the project deliverables and the value added by Schroeder & Schroeder Inc. Our actions resulted in:
- The identification of areas requiring improvements, including priorities
- Improved inter- and intra-government operational relationships
- Increased capacity to quickly deliver ongoing and new core businesses
- Increased capacity to respond to the diverse and changing needs of Provincial residents and businesses
